COVID-19: Small Business Guidance & Loan Resources

The latest resources, guidance and insights to protect our East Sacramento businesses, workers and families; as we wait for more details on the CARE Act, sharing with you some initial information we have received so far about funding.

Restaurant Revitalization Fund

The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023.

Sacramento Small Bussiness Recovery Forgivable Loan Program
The City is now accepting applications for its Small Business Recovery program to financially assist local businesses and nonprofits that have been impacted by the COVID-19 pandemic. The program will provide up to $25,000 in forgivable loans and technical assistance to businesses and nonprofits located in the city of Sacramento to assist with financial needs and in the retention of employees.

Farm to Fork Al Fresco Grant Program
To mitigate the impact of COVID-19 on Sacramento restaurants and their employees, the City of Sacramento will assist restaurants in temporarily adding or expand their outside dining options to accommodate COVID-19 related health standards.  This will assist with business reopening and allow patrons to enjoy Sacramento’s dining options safely under Sacramento’s summer skies. https://www.cityofsacramento.org/alfresco

Small Business Emergency Economic Relief Loan Program
The City of Sacramento established a $1 million economic relief fund for businesses affected by COVID-19. Due to the overwhelming response, the City is no longer accepting new applications. If additional funding become available, the application portal will reopen. The City is reviewing applications received and will respond to applicants the week of March 30.

Temporary Ban on Residiential & Commercial Tenants
The Sacramento City Council adopted an ordinance on March 17 to establish a temporary ban on evicting residential and commercial tenants unable to pay rent due to a loss of income caused by COVID-19. Learn more about the Tenant Protection Program and download delay of rent payment forms.

Small Business Guidance & Loan Resources
The CARES Act establishes a new $349 billion Paycheck Protection Program. The Program will provide much-needed relief to millions of small businesses so they can sustain their businesses and keep their workers employed.

Paycheck Protection Program
These are emergency small business loans that may be forgiven and will be available to borrowers that maintain their payrolls during the crisis or restore after. Loans will be up to $10M, depending on your monthly payroll. Loan forgiveness will be dependent on the payroll at the start of the loan and completion of the loan period (approximately through June 30). Businesses that have laid off staff may still be eligible if they bring staff back on at the start of the loan period.  These loans will be provided through traditional financial partners and not directly from SBA. These lenders TBA. Still a lot to be worked out on this program; expect more this week. No date determined yet on when applications will be available.

Economic Injury Disaster Loan Program 
Low interest loans up to $2M for small businesses and nonprofits; up to a year deferral. Guidance for businesses and employers, government contracting, and local assistance information. Live agents are available to guide you through the process at 1-800-659-2955.

SBA Express Bridge Loans
Allows small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 with less paperwork. Small businesses waiting on approval for a Disaster Loan may be able to access this Bridge Loan while waiting on a decision.

Existing 7a SBA Loans
Borrowers may request deferral up to 3 months from their lender for those with a traditional 7a SBA Loan, with another possible extension to 6 months. The SBA has authorized lenders to take this action. Borrowers need to contact their lender to negotiate. Important: this is not an automatic deferral.
